High Speed Maneuvering 4 <- That's right, one skill from perfect sub-capital Navigation skills

All relevant (afaik) Shield skills and other essential Engineering skills at 5. Has 14 out of 19 Engineering skills, all at 5.
Drones, Electronics and Gunnery will need a little work, even if all skills in their categories are 4 with a few 5'ers.

Small Blaster and Railgun specs at 4, medium Blaster and Railgun specs at 4, most support skills at 4, Weapon upgrades and Advanced Weapon Upgrades at 5

Nearly perfect Sub-capital missile skills, all support skills at 5, all missile spec skills at 5, excepting Defenders and FoF that are not even plugged in.

Connections, Security Connections, Negotiation and Diplomacy at 5
Great for missioning if that is your thing.

Classic Combat skills in Caldari ships are well developed and she would make a mean mission-runner, for whoever you want, though you will have to work a bit to max out some of her skills to have perfect usability. PI skills are at 4 and with the hauler this let's you make a little ISK on the side, if desired.

Any assets come with it like ships, items, isk or will it be stripped to just implants and skills?

I am not allowed to sell you any assets along with the character - as per CCP's rules - so she has none.

She does however have the skillpoints, Aurum and +2 Attribute implants that I have now listed in the OP...

I am not in a rush however as noted. Bids start at 10 billion but I would seriously preffer a bit more for this toon, and I can wait.
