BINK IT! Tool - Problem

I found this dev blog after digging through some old information about how to convert video files for use on the CQ TV we have in our quarters.

http://community.eveonline.com/devblog.asp?a=blog&nbid=2418

I tried it all over again to see if anything has improved with the image quality, but it seems that I hit a road block. The *.BIK file that I created was placed into the CQScreenVideos folder that is in the following location:

For Windows Vista 32-bit
%LOCALAPPDATA%\CCP\EVE\c_program_files_ccp_eve_tranquility

When I loaded up the Eve client and switched over to the Captain's Quarters I went over to the CQ TV and waited for my BIK video to load.

Waiting...

Waiting some more...

Still waiting...

...

No Profit.

What the hell? Did I do something wrong? I didn't change any settings the RAD Tool and I made sure I clicked "Bink It" and only used the default settings as I didn't want to ruin anything.

Does anyone know what's wrong? Have any of the recent expansions messed it up? What settings should I make to get it to work? Did I place the *.BIK file in the wrong location?

No.

That is the right location and it does work. The video you out in there appears first, so no waiting required.

The problem is still there. The video never shows up. I waited a whole half hour for it and nothing came up. Either I'm obviously doing something wrong or the feature got disabled for the CQ TV. One of those two.

Any experts here on how to resolve this or do I have to directly petition CCP for this?

Works fine here?

Something is definitely wrong with my setup then. It's still not working.
