Caldari gunboats = awesome. After several patches worth of hybrid boosts they're finally decent ships and not just comedy lossmails waiting to happen. In general you want to exploit the fact that they're shield tankers (often with a resist bonus) to fit a buffer tank and then neutron IIs with low slots full of damage/tracking. You'll have somewhat less damage than a Gallente ship but better tank (if they fit max gank) or equal/better damage with the same tank (if they try to tank at all).

And, in some cases, you can fly them as kiting ships. Neutron IIs + range bonus (or even double range bonus!) + null = very long optimal for a short-range gun.

Medium Railguns are crap. They are honestly the worst weapon system in the game currently.

Any Ferox fits anyone gives you will be obsolete in 3? days. Having said that, here's a LOL-Laserox fit for you :D

Hardly. We know what the changes are, we have a new EFT version to get exact numbers, and all you have to do is put an extra gun on your existing blaster setup. See previous post for how to do it.

It's a LOL fit, that's why. I've got a few kills with it too, if you're feeling extra bored you can look through my old RvB killmails you can probably find one.

Rails are fine and probably preferable for PVE when compared to blasters. I personally prefer other weaponry for missions, primarily missiles and lasers but rails will do you good with proper ships, fits, and skills.
