delaying it where concord isnt present, because theres no police npc force to logically "give" that intel...

Yea that's fine. Highsec doesn't benefit from local as much due to npc alts and lowsec appears to not care about cloakies.

It should be a nullsec only thing. (this is the part where things get tricky)
