Tracking Cam always turns on

Whenever I undock, jump or restart the client, the tracking cam is on and I have to keep turning it off. I am not pressing the hotkey to turn it on either. It just keeps resetting. This issue is also happening to one other that I asked.

Anyone have any idea how to stop this? Its only been happening within the last 36 hours and the only thing I did EvE related was install the test server.

***EDIT***

Found the issue. D-Scan was set to track and unchecking Tracking on the Selected Item window didn't uncheck this.
