Scam Information Required - Breaking the Rules or Not ?

Guys

Having searched all the relevant scam information available and thoroughly read through the EULA, I am unable to find anything that definitively answers the following question, any help would be greatly appreciated.

If I advertise a service on the forums and I get an interested party initiate in game conversations and mails with me, I then get them to pay a sum of iISK for a service that doesn't exist or I simply retain their ISK am I breaking the rules ?

If so what are the penalties ?

Please no trolling, serious and genuinely knowledgeable answers greatly received.

Nope. The only exception is if that service is something to do with buying or selling characters. That's verboten.

Scamming on the forums is fine as long as you're only advertising a game-related service for ISK. Selling non-game-related services for ISK, scam or not, is against the rules, as is selling in-game services for real money. Scamming is not allowed in relation to character transfers.

On an unrelated note, I have a very nice jump-gate in Amarr I'm looking to sell, and you seem like someone with plenty of ISK to spend on buying me a carrier maintaining public infrastructure for the upstanding people of Amarr. Mail me if you're interested.

Pretty much, as long as you are only asking for ISK... although if it was directed at brand new players somehow there might end up being an issue (doubtful).

However, folks on this forum will rapidly point out in your thread(s) that it is a scam, so you'll only pick off the truly abysmally stupid.

So a Large Alliance offering systems for rent and keeping your deposit when negotiations break down is acceptable besides any bad press it may generate ?

You cannot scam new players.

New players can read Market discussion.

Wes, I have no citation but as I understand recruitment and help are off limits for IN-CHANNEL scamming, feel free to convo/mail them ~out of the blue~. ;)

No it's not. People sell killboard/forum/comms hosting for ISK, along with plenty of other out of game services. I think the only rule is that it has to be "eve-related."
