API instable?

So after a bit more investigation. I discovered something interesting. All of our data is being eaten by a system in KANSAS.
Right outside Wichita it looks like. Owned by..... You guessed it, the builders of the Deathstar, AT&T. Evil

I am just an armchair IT guy armed with all the wrong tools and a foggy understanding of how this all works so I could be very wrong and our data could be funneling into a black hole somewhere else in the dataverse. Roll

However I can make it work if I bypass certain servers and it absolutely does not work when it travels through others so I am putting up my research in hopes someone can make better sense of it and maybe propagate a routing table to fix this.

Offending Server

Using PingPlotter, Comodo Firewall Monitoring and a VPN connection out to Texas here is what I have

CCP Servers:
87.237.39.250 srv250-f.ccp.cc last hop before terminating for both below
87.237.39.199 srv199-h.ccp.cc api.eveonline.com
87.237.39.191 srv191-h.ccp.cc image.eveonline.com
87.237.39.190 srv190-h.ccp.cc forums.eveonline.com (Firefox listening on this one)

Monitoring EVEMon and EveHQ and this page up in Firefox:

With VPN connected all Apps are functional all calls going to Port 443
With VPN connected I get Portraits everywhere
With VPN connected I get normal flakyness of poor overtaxed server
srv190 average round trip 175ms
srv191 average roundtrip 186ms
srv199 average roundtrip 192ms
srv250 average roundtrip 200ms

Without VPN all Apps are non-functional
Without VPN I have 2 dead hops in between me and CCP.

Error returned
"EVEMon 1.8.0.3987 API Error:

An error occurred while querying the personal industry jobs.
HTTP error: A request to api.eveonline.com failed with status ConnectionClosed.

There was no associated XML document."

192.205.35.234 234.35.205.192.in-addr.arpa
2 dead hops
64.125.24.42 xe-4-1-0.mpr1.lhr3.uk.above.net

The above appears to be the jump across the pond
Servers are still pingable but not much else
srv190 average roundtrip 114ms
srv191 average roundtrip 114ms
srv199 average roundtrip 114ms
srv250 average roundtrip 114ms

Interestingly with VPN the trip across the pond is accomplished with above.net servers via datafoundry and there is only packet loss with the hop into above.net average 25% loss.

To AT&T U-verse customers: An article was posted in a local newspaper about the service outage on Tuesday morning. One of AT&Ts data servers has been acting up and causing loss of service throughout the USA. They said it all "should" be running fine, but I'm not holding my breath as EVEmon is still unable to even get Tranquility's status, let alone any API information (which I deleted when attempting to reinstall EVEmon thinking it might have been my system)

Here's the link to the article that was run.

The AT&T problems are most likely unrelated to any problems the API itself is experiencing.
My server in germany still gets error 500s on roughly 75% of api calls.

AT&T issues apparently sorted. Working "normally" again.

Well looks like API having issues again, EVEMon throwing up timeout errors all over the place

Not what I need to see when I am about to start creating a website utilizing the API system.

Has anyone noticed completed corporation copy jobs are not showing up as completed in the API? They also don't show up in the delivered jobs list in game. I know the jobs completed since I just picked up the copies. Shocked For one character it shows 2 manufacture jobs completing on 1/24 but nothing in between even though 10 jobs were completed on 2/4 so it doesn't appear to be a history length problem. Very odd.
