After having to reconnect 8 accounts several times in a row to connection loss, i checked where the loss started.

IP: 204.245.39.38

Looking back with Google, there are pages which report EVE packet loss issues on this number as par back as 2010, probably intermittent structurally recurring issues. And now it is at it again, which leads me to suggest it is a crap service provider and is due for needs replacement!

The IP was in one of the post named as owned by Level-3 and probably still is. I also noticed isolated packet loss at 87.237.37.250 (1 hop after the previous IP) and this one is named srv250-f.ccp.cc

Which in turn might point to an issue with part of CCPs own network too, it would be nice if that gets fixed ASAP! And one advice, have cheap outsize server constantly monitor these connection highways. Then CCP knows there are issues right when and where they happens, instead of having no clue until a mass **** storm develops on forums and such!

Reverse IP lookup got me this:

IPv4 address:204.245.39.38
Reverse DNS:204.245.39.38
RIR:ARIN
Country:United States

Everything before this point is packet loss free!

The hop before it is 64.212.107.49 (te7-1-10G.ar2.AMS1.gblx.net)

I too am having issues. I am unable to connect to any services with Eve. The launcher fails to connect to content delivery, and the client is not updated to play. Additionally, all websites are down (I'm currently tethered mobile to write this) and cannot be accessed.

Unable to ping, and I get as far as mpr1.lhr3.uk.above.net before I lose it all. I've ruled out any type of DNS issue or internal to my network.

Packet loss is gone as sudden as it came, must have been a shift change somewhere, to people that knew how to replace or correct equipment :)

Not quite, problem remains:
