Buy orders and NPC items

I was looking around at GSCs and the various prices from station to station.. and the fact that they are all NPC created/there are no BP for them.

I see a lot of buy orders in the system, but since the players are NPC how will these orders get fulfilled? do the NPC randomly change their price or are they able to accept buy orders for lower than their asking price?

What about skill books as well?

I buy too many GSCs. I then want some of my money back. Or I blow someone up and steal theirs.

NPC Buy and sell orders float within a range. Players buy few and resell fewer still.

Since few are bought, compared to the quantity on offer, the sell price sinks to it's low, and since fewer still sell their surplus/redundant to the buy orders, the prices floats to it's top.

They are very bulky compared to their value so there is little incentive for a hauler to trade and move them.
