Question regarding hi sec kill rights and suicide ganking?

TL;DR: Are kill rights now generated from any suicide gank "attempt"?


A few days ago I noticed that I had received an EVE Mail about a kill right directed at me. I looked under my character sheet and noticed that there is an active kill right on me with about 25 days remaining. The thing is, I never actually destroyed this person´s ship. A suicide gank attempt was made (by me, in high sec), but failed (I was blown up before I could finish them lol). However, I did look up this character´s kill board and noticed that the same ship they were flying at the time was lost a few hours later, destroyed by another player´s ship. I do not know the circumstances surrounding this engagement, but I do know that my damage did not show up on the kill board. My concern is whether this is part of the new rules: I did not directly take part in the destruction of said character´s ship. The ship survived my suicide gank attempt, docked up and repaired to full, and was then destroyed some time later without suffering any influence from myself (I don´t even think I was logged in at the time).

It was my understanding that kill rights in Retribution are only generated when A) one's ship is destroyed in high sec without the aggressor having the legal entitlement to do so, or B) one's pod is destroyed in low sec or high sec without the aggressor having the legal entitlement to do so. Is this not the case anymore? I do know that before Retribution, kill rights were only awarded if the defending ship did not engage the aggressor during the fight, and I do not even know what Retribution says about that, either. I am a bit confused by the "new" rules and cannot find any answer online.

I actually submitted a bug report about this ingame and got a response about this being an intended feature. However, I am still a bit confused because I can not find ANY literature online explaining this change in the fact that kill rights are now generated from suicide gank "attempts". Instead of pressing the issue further within the ingame petition system (I'm sure the staff checking the bug reports have enough crap to deal with) I thought I would post this on the forums.

PS: I suppose I should post a disclaimer that I absolutely love the new Retribution patch and honestly do not care whether or not kill rights are now generated from suicide gank attempts now. I just need to know because I cannot find a direct answer regarding this specific instance anywhere. I won't be QQ'ing about this mistake I made, but either way, I prefer to live on the dangerous side of things Twisted

If you aggress someone in high sec with no reason to do so, no suspect flag on the victim, no killright activated on the victim, regardless of whether or not you destroy there ship you will get a killright made available on you.

Aggression now gives a kill right, it doesn't matter if you fail to kill someone, they still get the right to kill you back.
