I see Tripped Power Circuit selling for a mill at Eve-central at jita and Amarr. I go there and the prices are down to 100,000! How can prices change that fast!???

Eve Central prices can be out of date to the tune of several hours, I believe they actually say that on their site.

In the beginning there was nothing, which exploded.

Eve Central is dependant on figures from people. That means it can be manipulated. Don't take it as gospel.

The market can be manipulated too. Someone can go to a quiet station and set up a sell order for 1 million then buy it with his alt; people can buy out all the supplies and then resell at an inflated price, etc.

When you're in the game you can look at min/max prices and at different regions to try to get an idea of what an item is worth; you'd have to configure EVE Central the same way (look at data by region, etc).
