So what changed with Belt Rats?

I know there was an exploit fixed so that Faction and Officer spawns no longer spawn after downtime.

I'm trying to understand the behaviour now and what other changes were put in place.
For instance, if you rat belts now and stopped before downtime. If I was to make a note of each spawn type currently spanwed in the belts, would I expect to see the same spawns return after downtime?

What I mean is, it's constant now and what spawns were present before downtime will be placed back in the belts afetr downtime if undisturbed?

So, then for example, if a faction/officer spawn was present before downtime and no one killed the spawn it would be in the belts after downtime?

There have been some talks about this and currently no one seems to know.

CPP haven't been too interested in letting us know what they actually changed. I guess the way forward would be to run belts and see if you can notice anything.
Maybe listing all the rats in a systems with three or four belts before DT and seeing if the same NPCs show up after DT would be a start.

This is purely theory work but I see it either of these ways.

Rare spawns were changed to have a set timer of spawning so it would be a period of time after a system is "live"
or
Rare spawns now actually are calculated into some kind of chain/progession of spawns.

I was tempted to do some research into it but CBA to fight Sansha with a turret ship and keep getting ammo every hour for my Tengu. Maybe while I'm in Empire I will mess about and see what I can find.

I believe your second statement has always been correct.
Before the patch I believe any spawn could potentially spawn in any belt based on probability and rarity and this is why there was a chance of finding rare spawns after downtime.

You are right, unless someone has done this test to find out I will ned to try myself.
