podding in high sec

Tonight i decided to try out the new suspect mechanic as i have been gone for a few months. I went in a shuttle to a can and took from it and instantly got shot, so i went to a far off space station and got into the rookie ship that was waiting for me there. I undocked and decide to go back to the station whence i came, thinking that the worst that could happen is i lose my rookie ship, but instead i got podded.
I am not whining, i just want to understand the mechanics, can a suspect be freely podded in high sec without consequence to the killer even though the suspect has not shot a single shot?

Yes

Using a weapon as a deterrent in a diplomatic situation is only viable when you have proven that you have deployed it in the past and are willing to use it in the future.

To clarify for anyone reading this who might be confused; Once you get a suspect timer (which lasts for 15 minutes usually, iirc), you can be shot at multiple times, regardless of what you are flying.

Fair targets are not limited to ships, but also capsules. Additionally, being killed, even being podded, does not remove the timer. You simply have to wait it out. That is to say, if you are killed and podded, then undock from the system your medical clone was in, you can be killed and podded again, provided it is within that 15 minute timeframe.

Don't go suspect in a shuttle unless you're scooping gank loot. Bring something that can fight.

Lets take this opportunity to thank CCP for our neat new Highsec PVP mechanics. :) ( I can't believe I just said that)

Highsec is owned by players now. Systems 0.5-1.0 are New Order Territory. All miners and other residents of Highsec must obey The Code. Mining without a permit is dangerous and harmful to the EVE community. See www.MinerBumping.com

Note that any engagement where you can legally shoot someone in high sec now allows you to also legally pod them. This will include the dueling system, since it is based on the Limited Engagement timer.

Suspect games are fun, just learn how to get your pod out.

Sorry, but many people who started out as pirates 5 years ago played poorly then, and still do.
