Why is it since this is a test server do we not just get to mess with our ksills levels. So every player can test things, could help us with the future planing of our characters on main server.

Because most people would just test ships that they are months,even years away from flying properly.Test server is for bug testing,not a personal playground to fly around in ships you have no business flying.
