Security was **** due to budget cuts, and yes, a failure among some in the state department to recognize the threat. This hardly counts as a conspiracy, and the witch hunt in congress is nothing more than that. In fact the witch hunt is quite a bit less now that the country has moved on and the only people left yelling are the crazies such as yourself.
