looking to buy a c3 with a hi sec static

must not have any active occupants inside, offlined pos's will be looked at as needed

List of priorities:
Hi sec static
Perfect PI or near perfect, plasma and lava planets a must!
small radius (25 au from farthest 2 planets preferred but will look at larger systems)
smaller amount of moons

THere are no C3's with a c2 static. All C3's have 1 static to known space only.

I'm thinking that he means a referal fee to anyone that forwards his request onto someone with a WH for sale. But I could be wrong.
