So how long is too long to idle in an empty site?

The problem is that hisec incursions are just watered down versions of what they are in lowsec, but the payout difference is marginal. You have no scramming rats, you have no gate rats. CCP can't make them too hard because they don't want hisec incursions essentially shutting systems down until they're completed - people continue moving freighters through there just fine and agents and CONCORD work perfectly.

They had the opportunity to add attractive content to lowsec that would attract PvP, but they realized that it'd exclude their risk-averse hisec carebears, so they added dumbed-down incursions to hisec.

Agreed the lack of gate rats is a considerable difference between the 2, and a substantial one. Payout difference is not something I've checked recently. I haven't seen anything to suggest it has changed and assumed it was still 70% payouts for highsec. To me a 30% difference seems substantial, but I won't pretend to be a balance expert.

As for scrambling, again, barring a recent change in Vanguards and HQ's, I can assure you they are present. As I understand the NPC content has no differences between security bands save the gate rats.

Addressing the last point regarding lowsec content, this seems like, especially with the mandatory opened, PUG advertising tool that is the Incursion constellation chat the goal seems to have been fostering cooperative elements. That isn't to say that it can't be used as you have pointed out, but parts of it would be rather misplaced if that were it's focus.

So instead of despawning the site after it's done they make it an exploit? Sounds like CCP.

in the winter patch of 2019 they will fix it so that it despawns rather than saying it is an exploit. Also, can flipping inside an incursion will be an exploit at that stage but will be made moot by the despawning.

With the freighter bumping exploit they declared the exploit and posted a fix not long thereafter. The only alternative is ignoring the issue while the fix is developed, which clearly is not a situation they are satisfied with.

I agree the payout difference is marginal & lo/NULL sec incursions needs a buff. I also believe that the same site changes that nerfed HI SEC Incursion should not have been applied to lo sec Incursions. Until last week a lo sec Incursion had not been completed in ~9 months and since the Escalation nerf a Null sec Incursion MOM has not been sited!

While I fully agree with you, I would add that CCP shouldve seen this coming much before content becomes live. I mean, it's not even that hard to recreate a scenario(as opposed to few others) where the supposed 'exploit' occurs. This was just CCP being tardy which is what I was saying. But hey, we love CCP,right? ;)

You want people to go to lowsec and nullsec incursions? Do this:

Highsec = Hard difficulty Incursion
Lowsec = Medium difficulty Incursion (Gate rats do not scram, rats in site do not scram)
Nullsec = Easy difficulty Incursion (Gate rats do not scram, rats in site do not scram, rats do not use ECM)

Why you ask? Because players in low/null will already have to worry about other players trying to engage/gank them in sites that are broadcast for all to see.
