New POS siege mechanics?

In the most recent patch notes, it is stated that:

"Using assistance modules on a Starbase owned by a corporation that is at war is now a Suspect offense, unless you are a member of the owning corp/alliance"

Does "Starbase" mean POS?
Does 'assistance modules' mean shield/armor reppers?

And to put it bluntly - can I now shoot the annoying neutrals repping a POS owned by a corp I am at war with? Pirate

Starbase is POS. Assistance modules is code word to RR in this case. So yes.

ie; the days of getting 50 dudes in scimis to turn up to Mr Carebear's Giant Highsec Pinata which was reinforced by Evil Fishing Syndicate and repping it without consequence is over.

Better anchor more "defence units" to your "starbases" and put some "shield resistance increaser modules" on the inside. No more 10-lab DG larges!
