The role of Faction frigates ?

I've heard many people say that Pirate faction frigates sit sort of between assault ships and interceptors in role. What is the role of the Navy Faction frigates ? Also if you had to tier the Frigates how would you do it ?

1 - T1 Frigs
2 - Navy Frigates
3 - Assault Frigs
4 - Pirate frigs ?

Navy Faction ships are the equivalent to the named or 'meta 2-(second highest)' modules. They are slightly better than the original ship and usually boast passive additions such as extra capacitor, armor, resistances or hitpoints but they don't usually have any different role bonuses. If there aren't any Tech 2 ships that match your desires then a navy ship would be good.

Their role isn't specific but they are definitely better for PVP instead of PVE as you would better use a bigger ship for PVE at that stage.

Pirate Faction ships are generally better than the Tech 2 version, a good example is the Nightmare, which is much better than any Amarr Battleship.

Here is my Tier list:

1 - T1 Frigates
2 - Navy Frigates
3 - T2 Frigates
4 - Pirate Faction Frigates

While this is true of the larger hulls' Navy versions, the frigates are a bit different. Instead of a new paintjob, an overall boost to shields/armor/structure and an extra gun, the navy frigates are all unique hulls.

Caldari Navy Hookbill:
An amazing ship for taking on other frigates. The unparalleled 5 midslots lets you fit dual webs AND a medium shield extender, along with an afterburner and scram. As long as you don't get landed on by a Dramiel, you stand a great chance of killing one.

Amarr Navy Slicer:
One of, if not the best kiting frigates in the game. A bonus to the already impressive range of T2 lasers (especially pulses with scorch), and a robust capacitor to run the MWD and long point means this ship will orbit at 20km and melt you.

The other two are not quite as prevalent, but still useful in their own way.

Republic Fleet Firetail:
Almost a miniature Jaguar with the 4 mids and 3 lows. VERY FAST.

Gallente Navy Comet:
A blaster/rail boat with decent drone capabilities for a frigate, you can hold two flights of three drones each. Pretty quick for a Gallente Frigate.

You can't generalize like that. For pirate frigs, there's dramiel/daredevil, and then there's the succubus. For faction frig, there's slicer/hookbill, then there's the firetail. For t2 af, there's ishkur/jarguar, then there's the retribution.

As for pvp vs pve, there's the dramiel, then there's the worm, both pirate frigs.

Every category varies wildly in effectiveness within itself, more so than when compared to other useful variants across different categories.

In my humble newby opinion:

1 - T1 Frigs ->Throw away pvp/cyno/tackler. You don't expect these things to last more than a few days in pvp.
2 - Navy Frigates -> more expensive Throw away pvp/tackler. Some are nice to bait lowsec pirates or opportunists into giving a 1v1 chase where a assault frig would deter. Usually cheaper than 'the good' assault frigs (not by much)
3 - Assault Frigs -> used somewhat successfully in minor skirmishes, FW/lowsec focused. Cheaper than pirate faction.
4 - Pirate frigs ? -> the to-go frigate in all eve if you are after pvp/pve performance and are not afraid to fly 'half a PLEX' frigates after fitting. Can successfully replace and outperform all other frigates. Certain Angel frigates that shall go unnamed dominates frigare pvp and pvppp.

Overall ranked in a ladder:

T1 frigs: meta 0
Navy frigs: meta 2
Assault frigs: meta 3-4
Pirate frigs: meta 7-9

They fill different roles.
T1 is just that, the base T1 version.
T2 is specialized, either on speed or tank.
Faction tries to be a middle ground between interceptors and assault frigs. Less tank and higher speed then the AFs, but more tank and less speed then the intys.
Pirate is faction, but with added perks. Their tank and speed is in between interceptors and AFs in most cases, with the Daredevil getting the 90% webs, the Cruor getting the neuts and nos etc, while the Dramiel is the exception, exceeding both the speed and tank of those other ships but with no special perks like the other pirate frigs have.
