Incursion sites kept open with new alts/noobships

Hello,

Lately there has been a player/players keeping Incursion sites open (so they don't despawn) with new alts and their noobships or even trial accounts. I (and many others) think that there should be something done about it.

This needs to be looked at before the community suffers a big loss of players (and subscribers)

At the moment HQ's are completely unplayable for a large proportion of the day (as no new sites spawn to replace the completed ones). With no viable counter to this "site blocking" the Devs/GM's need to step in and do something.
