Perma EWAR...this is supposed to be for new players?

So i decided to move to a new section of space, farming up rep with i new faction im doing lvl 2s.

I get a blockade lvl 2 SA. First wave, no problem. Second wave insta EWAR from 80km away reduce optimal range to nothing.

15 mins later i refit for afterburner to finish this mission.

Perma EWAR in PVE needs to change. It should be subject to effectiveness reduction, have range limits, etc etc.

This is a lvl 2. Perma EWAR feels like PVE ships dont play by the rules. This is the experience you want for new players?

You would hope not but CCP seems to be taking their sweet time addressing the issue.

they addressed it by saying it's fixed already (see the npc ai thread with the dev responses, or the 3 or 4 other threads about this already on the first page). they want you to file a bug report on the npcs that are still doing perm ewar.

With the increase in shiptoasting, the Report timer needs to be shortened.

It is subject to effectiveness reduction and it has range limits. The problem is that it has attributes more or less like "real" PvP EWar and when solo newbro should fight back with medium guns... Meh.
Prop mods are standard for like every sub-L4 fit though (not talking about L4s that require one obviously).

Level 2 missions are the milestone in which players make the jump into cruisers. Is there any reason to make their life miserable with constant jamming?

On a side note, frigate npc's (such as gurista sabateurs) should they really be jamming battleship sized vessels with such ease?

This is what happens when a whole blob of ships puts the ewar on you. CCP seems to think rats should act "realistically" like real ships, as opposed to rats, and at the same time one player against the "realistic" ewar blob, for a few mil isk reward, is perfectly fine.
