It doesn't. The only affect the Afterburner skill has is that level 3 is a prerequisite to even train to use MWDs in the first place.

There is no way to change the duration of MWDs, only their cap use, sig radius penalty, and boost amount.
EDIT: Seems I was wrong, the engine thermal shielding rigs increase the duration of both modules.

My apologies, typo, not MWD, AB's of course. The longer AB duration was not preferred for the cloaky-warp trick.

How about bomb deployment V? If you're going to be waiting a minute or two before you can launch again, it's not so bad waiting an extra 10 seconds or less. Plus, your whole bomber squad will have to wait for the least common denominator anyway (unless every pilot in squad has lvl V).

It's for the OCD guys. Nobody would get into a bombing run that soon after the last, unless they had a perfect warp in on another group(Read; never)

Any weapon specialization to V. For the extra ~5 DPS, you could be training something -- anything -- that's significantly more useful.

Heavy assault missile specialization was ~30 DPS for my Tengu at V. I considered it worthwhile and I don't regret it.

If we are talking about the same skill that improves standing with hostile faction, I actually got it to 5 never regretted it.
If you use R&D agents from 3 different factions, balancing out the standings will be difficult otherwise...

No, it's the skill that reduces cost to hire allies in a war by 5% per level.

It USED to be "ethnic relations" which increased the percentage (out of your maximum corp membership allowed) of players in your corp who could be of a different race than the you by 20% per level, which was a really arbitrary and pointless restriction that made absolutely no sense.

Frankly what CCP should have done is remove the skill entirely, reimbursed the skillpoints, and introduced the new skill, instead of completely renaming and repurposing the skill which most people who had it trained now have absolutely no use for.

I actually use those. Quite handy when jammed or sensor damped. Great for alts too: press F1, and the launcher fires at the closest target until the missiles run out.

For some reason the closest target bit confuses people.

Tactical Shield Manipulation is probably the only skill I'd never train to V since Afterburner bonuses were changed. It's now the only "weird" skill where training it to max actually gives worse effect.

Rapid Firing can be moderately detrimental for hybrid and especially laser turrets in terms of increased cap use, but Controlled Bursts pretty much cancels that out and then some. The Energy Pulse Weapons skill also decreases duration of a cap-heavy module, and so can be detrimental for the same reason.

Weapon specialization V -1.8% dps increase for a 30D +/- training skill when a simple +3 implants gives you much better, sucks.

Signal dispersion V (at 3 you feel already dirty some times)

Projected ECCM V -like most projected whatever skills, don't do it, don't waste time on them, it's worthless, it sucks.

Target Painting -should I say "lol lol lol lol and lol for fun of lol ?"

Target suppression V (lol after 3 already) - worth to say damps suck? -really???

Leadership V specs -unless you're "Space Jesus" (Vee) or one of his acolytes (can't name them all, there are so many awesome FC's over there I can't name them all without forgetting some, so /kiss all yer asses)

Remote hull repairing (if you ever inject this skill you're an idiot)
Capital remote hull repairing (if you do this you're not an idiot, you're simply an Australopithecus)

Tactical logistics reconfiguration V - really?

Logistics to V Recon to V this are great skills to have

Others skills you have listed also but if you dont know about them I am not going to point these out.
