That would be my general conclusion as well. While your fit isn't bad, it sort of has the smell of something that's being limited by how much fitting power you've got.

Remember that damage increases are going to be multiplicative, so raising everything by a point with missiles skills is going to be a substantial bump in damage even if it looks like you're getting hit by diminishing returns skill-by-skill. Similarly, getting your engineering and electronics to V, getting your Weapon upgrades to V, and shoving a few points into Advanced Weapon upgrades doesn't waste too much of your time (a week or two, maybe) and will not only let you fit a last full-sized launcher in the high slot, it'll likely free up that low slot you're using to boost your power for something more useful (even another BCU would be preferable).

Similarly, getting your secondary skills up to where you can use T2 versions of things helps a lot. BCU II is really the big one, here, and I don't think it even requires getting V to anything. Getting decent (IV, usually, but III if you're generalizing) levels of skill in the rigs you're using keeps them from screwing up your fitting stats.

Ideally, as a PVE player you're going to want to be able to build a ship without downgrading anything or wasting any slots on modules you're fitting just so you can fit another module by the time you're flying BCs. If you're close, but not quite there, make up the difference with _implants_ instead.

(You may also want to look up your missions online to see if they're strong against kinetic and swap your missiles, but the skill gap is probably the largest factor in why this is frustrating for you. And, yeah, go back to flattening level IIs for a week or so while you at least get your fitting skills done, would be my advice. Or keep doing L3s and just have a friend come and help.)

From the fitting menu, it's saying I only do about 155.2 dps. 25.2 from drones and 130.0 from missiles. Is this low for dps?

Hobgoblins I w. Hammerhead I drones (Hammerheads normally get blown up fairly quickly though)

Low:
2x Beta Reactor Control: Shield Power Relay I
2x Ballistic Control System I

Medium:
Experimental 10MN Afterburner I
2x Large Azeotropic Ward Salubrity I
Thermic Dissipation Field I
Limited "Anointed" EM Ward Field
Phased Weapon Navigation Array Generation Extron (Target Painter)

High:
1x Limited 'Limos' Rapid Light Missile Launcher
6x Advanced 'Limos' Heavy Missile Bay I (Normally use Scourge Heavy Missiles, due to the most damage)
1x Small Tractor Beam I

(Can't equip another heavy launcher due to a full powergrid/ insuffecient CPU)



Is there some major issue with this build that's causing a problem? Is it the low skills? Any help/recommendations would be appreciated. Regardless if I kite the ships or stay within 20 km or so... the armor repair rate just kills me.

Its the skills. With such little sp you can't be getting much out of the drake. The higher up the ship tree you go the more important it is to have support skills. A low sp drake will always struggle against an elite rat cruiser, especially if its one not week against kinetic.

Also t1 bcus are terrible, t2 takes no time to train.
