Primarily because diverse playstyles make a healthy game and EvE players are notoriously risk adverse, the only worth while industry in null is boosters and cap construction. it also wouldn't hurt for reward vs. risk to mean something in null activities beyond shooting red plusses and structures.

Another problem is that nullbies want ways to prod for fights other then shooting structures in big blobs of players. The more that is happening in a place offers more opportunities for disruption. There really is no good reason to mine in 0.0 at all with mineral compression being what it is. When everything of value comes from hisec there is nothing in null that is necessary to actively protect unless people show up to throw up some SBUs. Everyone can dock up and wait for the hostiles to go away. That isn't even gameplay.
