Game start-up problem on new netbook

I typically play the game on a desktop, but I recently got a second acct and have a netbook sitting around, so I figured I'd get two side-by-side set ups working.

Here is what I am attempting to run the game on:

Acer AspireOne
1.8 ghz cpu
2 gb ram
intel GMA 3150 (DirectX 11)
Windows 7

This is for a station trading alt, so I care little for performance after it is working at a basic level. All background programs are closed while I try to get it working.

My first attempts to run this game gave me an error about shader model 3 not being supported. I fixed this by telling the built-in graphics to stop being a PoS and just run at high settings. Now instead of errors, I click "play" from the launcher, the eve game icon appears in the taskbar, and nothing else happens (does not open login screen). I let it sit there for an hour with no changes. Quitting via right clicking the icon leads to the "program stopped responding" error box.

I've run the repair tool. I have reinstalled from a fresh download. And since I don't get any specific error messages, I don't know where to begin searching for solutions.

Does anyone have any experience fixing this or have some advice?
