So we've experienced this in 100% of fights recently, here's the backlground:

-All involved pilots have safeties disabled
-In lowsec
-All cache has been cleared
-Logisitics has warped onto grid after pewpew has already started
-Both Remote Armor Repair and Remote Energy Transfers are affected
-Have tried with different types of repper mods (Meta 4 large, C-type medium, etc)
-The modules will activate, and the effects are present, but no capacitor is used locally and the target ship receives no reps or cap respectively. So, to the repping pilot, at first glance, it looks like everything is working.
-The workaround is to unlock the target, wait for the module to off-cycle, then re-lock and re-activate. Once this is done, it's fine for the rest of the fight, but you must unlock anyone you had locked before re-activating the modules.
-We can duplicate this 100% of the time, with different pilots, in different constellations, across several days.

Anyone else seen this?

Don't know anything about that. Did you file a bug report? Either by using the ingame bug report tool or bugs.eveonline.com.
