interdictir to V, worth the time or not?

I would not be flying solo in a dictor, so the damage, rate of fire, falloff/optimal bonus is not a necessity.

Is the 10% disrupt rate of fire necessary, or usually not an issue? If I go double bubble, would that cover the 10% rate if fire gap?

Maybe not a necessity, but certainly nice to have as with most Tech II ship skills such as HAC V and Recon V.
Maybe train for it a few months after you get it to IV.

Edit: Remember that all Interdictors have a second bonus tied to the Interdictor skill that affects weapons.

Unless you have set your heart on a Sabre and intend to fly with 1 or 2 others, which you have said you are not, then I'd leave the skill at IV until you are ready to bump it to V.

I fly all races of Interdictors and mostly use an Eris, pretty much always go double-bubble and have never had a time when not having double-bubble would have lost me a kill. Double-bubble is cool if you ever get the chance to burn through an enemy formation and drop two bubbles, hero dictor mode, but I've not had that chance yet.
