Neutral POS repping - exploit?

Some friends incap'd and reinforced a tower in highsec recently. Then they heard that someone was repping the guns and they returned to pew pew the WTs...unfortunately it was a neut rokh, at least it would get flagged.

Nope, apparently a neut can now sit on a pos, repping the guns afk without getting any sort of aggression. Even when my friends were shooting the gun he was repping, no flags given.

Is this intended with the new crime mechanics? That a large enough neut fleet can now make any highsec pos invincible? Just curious....I might get some towers up :D

Yup. If the neut has no flags and the WT has no flags then the act of assisting a WT is now no longer a flagable action. So if you are about to get a POS blown up in highsec just get a bunch of neutral reppers to sit on your POS repping it all day.

This has been considered an exploit in the past because neutral repping a WT POS has never given any shooty flags.

petition the people that did it as an exploit ... there are several threads in many forums about it. perhaps make a bug report as well, and with enough of them, maybe CCP will actually fix it.

With the increase in shiptoasting, the Report timer needs to be shortened.

Petition the neutral RR'er.... This is an exploit... and it is punishable with a ban...

Iv seen this topic many time the past 5 years, but iv never seen a statement from CCP nore a GM as i recall.

Not that iv ever used neutral RR for POS Repping in high sec, but it would be nice to be able to read some clear rules if its an exploit. Iv seen alot of people stating its an exploit and result in a ban, but no statements.

Could a GM or CCP confirm if this is an exploit or not.

If you cant find the information about this anywhere, how can they ban people if they are unaware this is considered an exploit.

UPDATE:
Forgot to menssion that you see people in low and null helping each other repping POCOs and POSes, so the statement is to confirm that its eighter an exsploit aross the board, or only in empire or not at all.

Because it's easier for CCP to declare it an exploit than to fix a broken mechanic. Here is an idea CCP, if someone helps a war target of yours, they automatically become a war target as well... You did this once then scrapped it. Brought it back....and now it is gone again.. Quit being bi-polar.

This was posted in 2007......6 years later it should not be an exploit........ I've got a friend who's pos is reinforced.
When it comes out I'm going to rep it and I doubt I'll get banned.

I've heard people say it's an exploit and bannable but that seems a bit odd to me because I'm sure not everyone would know this is against the rules if it were an exploit. It's not uncommon for people not in the same corps/alliances to help one another.

In low / null sec it's of course not an issue because you can just shoot them, but CCP should simply just fix what ever is broken that doesn't carry over the criminal flagging and be done with it.

I tested this out on a friend's POS that just came out of reinfoced in hisec....

Neutral repping a wartarget POS gives you "suspect" flag which means anyone can shoot you.
I guess this means beware when repping and it is not an exploit anymore.

Also. Battery-fit osprey out-reps a battery fit basilisk since the t1 logi buff.

My osprey with 4 meta 4 shield transporters puts out 2496hp every 5 seconds compared to basilisk at 2304 with 6 meta 4 transporters. that's one heck of a buff.

Using assistance modules on a Starbase owned by a corporation that is at war is now a Suspect offense, unless you are a member of the owning corp/alliance.

The suspect thing was a very recent change. Now it is no longer an exploit.
