A few days ago we received our first cadre of prisoners for treatment at our facility from nations around New Eden as well as a few capsuleer organizations. Many of our prisoners are your ordinary, run of the mill criminals that would have been executed had we not directly intervened. However we have one prisoner who has perplexed my Mind Wardens and who is dangerous to say the least and I am now asking if anyone in the cluster has had any experience with a person like this. Keep in mind that this is perhaps against our privacy policies, however due the unique circumstances my lawyers assure me that the risks of breach of privacy are far less secure then being blind here.

Subject: BL4CK FRIAR (Black Refers to the cell block, 4 refers to the stasis tube and Friar refers to the level of care required for this patient)

Race: Minmatar ( sub-tribe unknown)

Crimes: 24 counts of murder for hire, 6 counts of corporate espionage, 2 counts unlawful possession of military hardware, 82 counts of assault with a deadly weapon, 19 counts of resisting arrest 6 counts of assault on peace officers.

Benefactor: Unable to disclose due to privacy concerns.

Subject BL4CK FRIAR appears to have already been fitted with a neuro-uplink before arrival by (benefactor omitted) but is of a make we have never seen before. The uplink itself is similar to capsuleer technology but is either more advanced or far more archaic and it is our theory that some one in the cluster has either been illegally trying to improve upon the uplink system itself, has tried to illegally mimic Mind Warden uplinks or is trying to use ancient Jovian Technology to reproduce the uplink system perhaps in an effort to create unregistered Empyreans for some reason.

The subjects body has been extensively augmented, and while it leads me to believe that this is perhaps a Sansha Agent, the extreme differences between the augmentations and Sansha augments leads me to think that this is most likely not the case. Most Sansha augments enhance cerebral computations and tether the subject to the collective, BL4CK FRIAR on the other hand has been "built" to be a weapon. The only other thing that comes to mind is that years ago I had heard rumors of CONCORD experimenting with such a "super soldier", but as i said this was rumors and if this was a CONCORD super soldier we would have been issued a transfer order by now or would have had a DED fleet tearing this place down around us.

Upon entering the subjects mind via Mind Warden uplink, I am suddenly assaulted by a force buried within the subject that I can only define as "alien". Perhaps dismissing the idea of a Nation augment was premature, as I feel I am not alone in the patients mind. I am not sure if some image is being forced upon me by the subject but I see things in there that cannot have ever been and I am terrified in the subjects mind the way I have never been in thirteen years of doing this work. I am sure this will reflect badly upon the review you will give to Minister Sifu Al-Singh about my performance under you Mr. Fawkes, but I will not return to the subjects mind until we have a better idea of what this man actually is.

Mr. Fawkes, all leads I have perused have been depleted and I have no idea where to search for leads as to the origins of BL4CK FRIAR. The benefactor of the subject has closed, all traces of their were about's have been well hidden. I have gotten cryptic answers about the subjects augments from CONCORD, the Empire and the Federation. I think we are dealing with a man we do not fully understand and I urge you to "box" the patient indefinantly until we can find answers or arrange for transfer of the prisoner to a more orthodox facility.

Miss Vitalia, I seem to remember a report some years back of a Blood Raider augment doing a good bit of damage to a null sec facility while her fleet decimated the exteriors security. Without going into Covenant secrets can you tell me if this sounds like the sort off asset that your people have employed in the past?

As to security, Black Dalphine has a CONCORD DED task force on stand by, however internal security is now being looked at in case of such an eventuality. We had never considered a raid to be a viable threat, given that there would be a CONCORD response very quickly and the nature of the facilities natural and man made deterrents but yes I believe we may need to beef up security here.

Mister Fawkes, let me begin by saying that I full endorse what you are doing with your facility. It is a noble effort and one that I would be willing to support fully with my resources, but this is not the reason for me making contact now.

Unfortunately Mister Fawkes is now dead and his facility is in my care. BL4CK FRIAR's mind was altered very badly by the fumbling attempts at "helping" him and in their attempts, the Mind Wardens triggered a safety protocol which dictated that he escape at all costs. In the attempt, Mr Fawkes, several Mind Wardens and security agents were killed and he initiated the stations navigation protocols to allow my people access to the facility.
