Thus we may know that there are five essentials for victory:
He will win who knows when to fight and when not to fight.
He will win who knows how to handle both superior and inferior forces.
He will win whose army is animated by the same spirit throughout all its ranks.
He will win who, prepared himself, waits to take the enemy unprepared.
He will win who has a cloaky Loki and is not interfered with by the Rook.

I would suggest you investigate the Covert Cloaked Proteus.

It is not an honour boat, since the idea of it is to get close, decloak, scram, and brawl your way to victory.
From the moment you decloak, your target has 9-10 seconds to decide whether to stay or fight. And if you bump him off align, well, then the choice of battle is yours.

It pumps out well over 500 DPS, with a tank of over 100K, with a scram that works out to 15 + km.

If you do away with the concept of honourable 1 v1 's, this boat can at least get you 1 v 1's as you pick the fights.
Partial fit below. You can fill in last midslot and rigs to taste.

Cloaky Proteus. Activate Jaws music on approach. Enjoy.

I wear my goggles at night.

I used to run with a buddy of mine in null sec: Me in a Rapier, he in his Cloaked Proteus.
I would be sitting decloaked on a gate, and point/web.
Once the target decided to engage me (happened more than you would think), he would decloak and "surprise, death is on the menu today!"

Fun times.

More than anything else we have a tendency to fit sensor boosters instead of invulns or shield extenders.
It irritates the **** out of our FCs.

I'd suggest de-shinying it somewhat but the concept is sound.
You NEED at least the loki booster and preferably the Tengu booster.

I solo with a T3 fairly often and have had pretty decent success with it. I mostly fly a 100mn Loki. I am at the point wtih EvE where I have lots of ISK/resources and very little time to actually play anymore. I mostly play solo and like the risk/excitement/capability of flying a T3.

I reccomend whatever you choose to go with a 100MN fit and be careful about picking your fights. I've been flying my Loki for nearly a year and only come close to losing it once. However, a corpmate literally lost his similar fit loki within an hour of buying it.

Everyone knows about the tengu, but the 100mn Legiona and Loki are viable too, but are more of brawl ships with an escape due to 100mn.

Don't listen to the haters, flying a solo t3 is a lot of fun. Just be aware it is $$$. Law school limits my playtime so severely I have more ISK than I know what to do with...So why not solo in a t3?

Definitly agreeing with the Covert Proteus. Here's one that has several nice features and is a (relatively) cost-effective fit:

Proteus Offensive - Covert Reconfiguration
Proteus Defensive - Augmented Plating
Proteus Electronics - Friction Extension Processor
Proteus Engineering - Augmented Capacitor Reservoir
Proteus Propulsion - Gravitational Capacitor

Hobgoblin II x5
Hobgoblin II x2
Hornet EC-300 x5
Warrior II x5
Warrior II x2
Hornet EC-300 x1

Strong buffer tank, high dps, and a neut to break high-powered active tanks.

However, if you need to probe down your targets as well you'll probably want to swap the Friction Extension for an Emergent Locus, and the Augmented Plating for an Adaptive Augmenter, thus trading a low for a high so you can add a bonused probe launcher. If you go this way you may want to also swap a shiny repper for the plate since you'll be losing a lot of buffer (which will let you upgrade your guns), and probably switch to faction magstabs, since you'll only have two. Rigs to taste.
