Pirates below -5.0 sec status are attacked by empire ships. Can they be attacked without being blown up instantly by Concord? Otherwise do pilots kill them for faction tags? How formidable are they?

They were always kind enough to web me into warp before I stuck around to find out.

You're talking about players below -5 sec status I'm assuming.

Yes, you can attack us freely anywhere in eve without any consequence other then that we get to shoot back freely as well. You won't get any reward other than what we have fit or in our cargo bays if you should blow us up... and a bounty most likely.

Chances are you would be able to handle an outlaw in high-sec long enough for an NPC blob if you're fairly skilled and have a decent fit for your ship.

I think he was talking about shooting the NPC empire police forces. OP I though the same thing myself but sadly I do not know the answer

I wear my goggles at night.

Any spelling/grammatical errors come complimentary with my typing on a phone

well, it was back in test server, when I am hated by gallente. Was tackled when I wasn't paying attention so I couldn't get out so I tried to lock ... I couldn't lock them up. They got unknown sensor technologies to prevent lock.

Unless things have changed, you can shoot and destroy them.

I've killed a few Caldari Navy frigates on gates, but never stayed around to see what, if anything, they dropped. IIRC, over time, reinforcements do show up.

I know they web, and I've heard there is a chance they'll scram, but I've never had that happen to me.

Surrender is still your slightly less painful option.

Slowly escalating EWAR up to and including Neuts, Scrams, Webs and Jams (this one varies). I tried attacking the first wave of faction police when I played around with FW, the first wave got butchered, the second wave reduced my HAC to smoldering waste in less than 10 seconds.

Every time I go to Gallente space I get fired on when the faction police lock on as I have awful standing with them. They dont scramble you so your free to warp off and I just sit there and pop them to dropo my standings even more with them.

I have to say though they used to bring in the battleships in quite early on in my rampage along with the heavy neuts but I have yet to see one warp in?? and I must have killed 25 - 30 waves of them.

You could sit in a noob ship and attack one of the NPC's lingering around the gates I guess. Then you should find out.

Drops got nerfed along time ago for these NPC although its not pointless to kill them if your goal is to get -10 to the Gallente faction.
