The environmental effects of Black Hole wormhole systems can be found here.

To check if it is not a display glitch, try targeting something at the outer edge of your displayed targeting range in a wormhole system with the Black Hole effect .
If you manage to target, and are absolutely sure that outside that wormhole system your targeting range is the same as inside (of course with the exact same character + ship + fit), I would advice you to file a bug report.

It does not affect targeting range. Only optimal range of guns (as well as fall-off but I think that's a separate penalty), it is a mistype or database description that is wrong.

Source: I've only ever had to fit a signal amplifier in a Magnetar C4 (which DOES reduce targeting range).

exactly! fun thing that wh sites dont fix that typo... anyway that makes black hole a nice place for my logistics (with normal targeting range) and ab tengu (1100m/s).. ^^
