Overseer not spawning normal?

I was running this nice minor guristas annex, and finally shot all the waves and the weapons manufacturing plant. This should trigger the final overseer to spawn, but it didnt... is this normal? I warped away and reentered the plex, but it despawned...

You don't always get a overseer, you have a chance of getting one, guess you was just unlucky.

I'm a relatively respectable citizen. Multiple felon perhaps, but certainly not dangerous.

This is perfectly normal. If you havent experienced it yet then you have been lucky Bear. The chance of it spawning is not the same in every site and the chance in the Annex seems higher than most imo.

Ah ok, thank you. I kinda assumed it allways spawned, just that the loot was random. Had bad luck in that one, only gave me bounties.

I should add that in the Guristas annex if the overseer does not spawn you may still get the escalation by warping through the gate in the last room when all the ships are dead. Sorry if you already knew this.
