What about "patricians," who try to sell wormholes without even bothering to clear them first...Roll

All wormhole systems are free, or at least up for grabs. You want it, you take it. If you manage to scam someone into paying you for one, well good for you I guess.

True, but what you're forgetting is that WH sellers aren't selling the system. They're selling information that will lead the buyer to the system. One can debate the value of said information but clearly there are many willing to pay for it.

You can make quite a bit of isk from ransoming holes from people. Tell them to pay x amount of isk for the ability to leave the hole. If they don't you will evict them, and their pods back to high sec.
