Need some advice on a level 4 mission running Caldari Ship

I'm thinking between the Raven, Caldari Navy Raven, or Tengu.

My Cruise missile skills aren't amazing and I don't enjoy chasing down frigates in a ship that can't deal with them. I don't have my assault missile skills up to an amazing level so tier II HAMs aren't an option for me, unless lvl 3 hams with abralest launchers are still viable. With the recent nerf to HMLs I'd like to know the conclusion of the best Caldari mission running set-up is now. I don't need anything major like an entire loadout, just a guide to what ship would be the best choice for me. I do have tier II HML skills however.

I would fly a Golem if I had the cash and skills for it, but I don't.

it strongly depends on the mission. for some missions, where rats are 100k out, cruises are obviously the better choice but for other missions where rats spawn close, a well equipped HAMgu will do amazing things. if you HAVE to focus on one ship, i would go with a cruise CNR. it has more than enough range for any mission and if you skill into t2 launchers to use precision cruises as well as use rigor rigs, you can deal with frigates just fine.

I should buy an Ishtar.

Cruise CNR is a very stable and dependable ship (if correctly fitted).
I flown a Raven for about 2 days, and then got myself a CNR.
I felt that the difference was very, very great, but there are other people who don't think, that CNR is such a great improvement on a default Raven...

Fit Large Micro Jump Drive and you will always be 100km from the rats.

Your overlooking one very nice ship, Nighthawk.
I have a passive fit cap stable NH and to be honest if I wanted I could sell most of my other combat ships with the exception of Ranchen mensa it pewpews everything and tanks missions very well.

I know people say don't with a passive fit but I fit a med meta 4 shield booster and am cap stable perma run boosting.
And the cost is cheaper then others but fit T-2 launcher to get the most out of it.

Rattle is better then the CNR, T2 Fitted Sentry will run you less then 650M total.

a "Correctly" fitted CNR runs into something like 2B isk, so does the Tengu.

If your chosing a ship with close to 2B isk investment, then with no doubt in my mind, the Golem, because "Fitted correctly" with just T2 1.4K DPS is nothing to laugh at and theres no CNR that can compare to a Golem, no way.

You can easily fit any of the ships mention with T2 fits and they will work.. doesn't need to cost billions. It all depends on your play style.. if you want to run after teh NPC.. then a HAM tengu.. I still prefer the HML fit. Golem is not that great. Of those you mentioned.. I would suggest a CNR with 2 rigors.. can do full damage on cruisers.. Use light drones to take out tackiling frigs when they are close.. T2 sentry rattler is also a very good choice if you have the drone skills.. and don't mind being stationary, just don't passive fit it...
