They want to nerf highsec to attempt to drive the PvP adverse Highseccers into null and low where they can be shot freely without reprocussions from the overprotective motherbear that is concord.

Since the cessation of their usefulness is imminent, may I appropriate your belongings?

Could it be because they want to bring back the vibrant ratting community there once was before the combination of the Sanctum Nerf, JB Nerf, and introduction of Incursions took it out behind the woodshed?

Hmm... I could make 90m/hr running Anoms in a Carrier subject to attack by anyone and everyone OR I could make 120m/hr running Incursions in a Battleship protected by CONCORD (in a one man tax shelter corp* so I can't be AWOXed).

It's not about driving the carebears out of HS. That's never going to happen. Everybody knows it's never gonna happen. It's about bringing the people who would prefer to make their ISK in Nullsec back to Nullsec.

Per Capita income is higher in Null.

- Before they nerfed the I-Hub nerf to sigs, Null had a 'vibrant' ratting community. They were accused by their fellow null bears of being bots.

You pretend to want something, it's a bald faced lie. You want EVE to not be boring. That's fair but if you think Null will fill up with "vibrant" dumb nubs who don't know how to safe up and rat with a cloak, you are sadly due for yet another disappointment.
