I live in sansha space at the moment and im looking to upgrade from my T2 fit apoc to a nightmare. The nightmare is looking like a better choice as far as time to get into it as well as dps/tracking over the pally.

The fit i was looking at would be something along these lines

Are you doing non-gated anomalies? If so, I would swap out the Mega Pulse Lasers for Tachyons. This switch will allow you to warp in at range, alpha'ing any NPC rats that can tackle you as well as keeping the Nightmare out of range of the majority of DPS. The tank looks solid, but I would rather have a good tank and not HAVE to use it everytime. Secondly, being able to warp in at range gives you a little more room to work with in case you are having a bad day and not spamming local. Non-cloaked tacklers will have to scan you down in order to get a good warp in while brawling at 0 would only require a solid d-scan.

Ill be ratting in the sites Sanctums, havens ect. Ive lived in null a couple of years now so im always watching local to warp out if needed. This is sov space as well so its not much of an issue. Also what is it you mean by a "good tank"? Is there anyting you think i should change?
