There are two possible answers to that question. The first is "They watch each other." The other is "The people they are watching."

Ideally, I think, both should be true. The more mindful a watchman is of their duty, and the more open they are to being scrutinized by those they protect, the better able they are to actually perform that duty.

The Jovians pursued similar endeavors and in the end it cost them dearly. However, I believe that it is possible to learn from their mistakes and continue to advance humanity without falling into the same pitfalls that they did.

I still think this whole capsuleer thing is just some experiment by the Jovians, with us as the test animals. If that's ever shown to be the case, then may I say 'bravo' to our Jovian friends.
