Destiny Foundation to expand operations into Caldari space

The Destiny Foundation is pleased to announce its intentions to begin humanitarian operations in star systems designated as Caldari sovereign territory by CONCORD. These operations will be aimed at communities identified as 'Non-entity' by local authorities. This means that the Destiny Foundation will only operate in territories that are unclaimed by any of the member megacorporations of the Chief Executive Panel, but nonetheless identified as Caldari space by the CONCORD Assembly.

Due to differing political systems, the Destiny Foundation will operate on a separate MO than it does in the Federated Union, where interaction is along the lines of the member states. As the target communities in the Caldari State are not recognized by authorities due to the native political system, the Destiny Foundation will interact directly with disenfranchised groups, ensuring adequate water, food, and shelter is provided. Destiny Foundation is also aware that non-entity communities are criminal havens, and it is for this reason that we hope State authorities will at the very least tolerate our efforts to destabilize these elements by empowering the local populace, if only to alleviate the threats towards CEP member holdings.

As in the Federation, the Destiny Foundation recognizes the rights of the legal authorities native to its area of operation. This means that if a member corporation of the Chief Executive Panel demands that we cease operations in a particular area, we will comply to the fullest. Although unfortunate for those who require our assistance, this will be in the best interests of providing Destiny Foundation the ability to operate in as many areas as possible without restriction. Antagonizing the CONCORD-recognized authorities in Caldari space will only stifle our mobility in assisting the disenfranchised there.

Given the positive reception amongst capsuleers in response to our initial founding, it is hoped that we will receive the same welcome here in the State. We remind capsuleers of Renyn Relief, a Gallentean charity that operates in the State and is partially owned by the Sukuuvestaa corporation. Destiny Foundation recognizes the entrenched cultural and political norms regarding the treatment of these non-entity communities, and will not seek to cross any boundaries in the pursuit of its own mission. This principle applies equally in the Caldari State as much as it does amongst Federation member nations.

As long as you respect the authority of the Caldari State by not inciting rebellion or disunity, you will find welcome within the State. Perhaps not from Capsuleers. Perhaps not by the media.

I warn the Destiny Foundation that there is a war going on, as everyone is well aware. This war is not just between militia and military. It is a war of cultures. I suggest with great emphasis that you stick to providing your humanitarian aid, and leave 'democracy' out of it.

What about starting with the recently liberated Rakapas system?

A lot of people there could be shown our good intentions now that the system is under our wings. Some PR and a few good deeds under your belt, quite excellent.

I wouldn't make any long term investments in the border zone. Gains there tend to be short-lived.

Am I to assume that the Destiny Foundation will adopt the same policies as similar Amarrian humanitarian initiatives in recognizing the authority of the Caldari Providence Directorate over displaced labour populations and non-CEP citizen workers in the Caldari State?

How will recognition of CPD authority and compliance with its directives, in addition to I assume working alongside Amarrian aid organizations affect the Destiny Foundation in its operations in the Federation and in particular its relationship with the SDII, if at all?

Has the Destiny Foundation contracted a State based corporate security firm in order to provide operational security of its personnel against criminal threats? There does not appear any need to 'empower' the local populace by ensuring that State authorized military contractors are utilized. There is also the additional benefit that such firms are legally authorized to undertake force escalation actions in the State and no doubt have experience in operating in similar zones the Destiny Foundation will undertake its work due to having been hired by Amarrian organizations conducting charitable and humanitarian work inside the State.

I really wanted to get a bit more of a kick out of this but I'm afraid we've derailed the thread enough and someone I know will probably see how long I dragged this on and groan.

Now to return to my original goal:

If Destiny Foundation finds itself looking for protection delivering humanitarian aid to the warzone, I pledge my services to their cause. I have intricate knowledge of the warzone and have the connections to help out with logistics as well. I'll do my part to ensure the populace sees us as liberators and not conquerers.

In order for a system to be liberated it first needs to be occupied, seeing as how the Federation has no claim to the Rakapas system i fail to see you you liberated it.

There seems to be an incorrect assumption that Destiny Foundation's work is political in nature. While we are acutely aware of entrenched Caldari sensitivities against humanitarian aid from a foreign entity, we would stress that the Foundation's independent ownership means that its agenda is its own. Co-chair Anette Inhonores makes sure of that.

Correct, for as long as the Caldari Providence Directorate is a recognized authority by the Chief Executive Panel.

The Foundation has no relationship with the FIO's Special Department of Internal Investigations and Federal Security. Their existence is not relevant to our work.

We are in negotiation with Lai Dai Research Spacelane Security for that exact same purpose. It is hoped that Destiny Foundation workers may accompany LDRSS security operations in deadspace. In particular, we are hoping to target deadspace settlements of non-entity or independent allegiance that have had their authority usurped by pirate elements, such as the Guristas. If LDRSS is successful in removing pirate authority from non-entity communities in deadspace, Destiny Foundation will move in to assist in providing humanitarian relief, and work to ensure local stability for the future.

If such an endeavor is successful, Destiny Foundation may be able to move to planetside operations once we have gained legitimacy from at least one State authority.
