Couple here, the first is a fairly bare-bones tank (only 550 EHP/s rating, plenty for the C3 sites, but will easily die if you get jumped, 667 mil price tag or so). You'll notice it has a lot of leftover Powergrid; you can use that space to upgrade to a larger shield booster if you like (or faction x-large) and maintain much of your cap stability and gain a lot of tank.

The Second fit is a WH c4 fit that is just enough tank for all the sites in a C4, so will be crazy way more than you would need for a C3 or under (rating of just under 1200 EHP/s, 61% cap stability, 2 bil price tag).

70km 673 DPS with Fury Kin, 539 with Fury EM. Do the math yourself which is better for resists.

No TP because the rigs mean you hit cruisers just fine, and frigs represent a low enough HP amount (and TP affects them so little) it's not needed.

550 EHP/s tank, plenty for almost any site. 689 m/s.

Costs 1.8b as above, but only ~1b if you downgrade things. (AB, EM wards, 1 BCU -> T2, shield boosters -> b-type) You lose 150 EHP/s tank, a bit of DPS and 50m/s, but it's half the cost.

That's what I would use. In C3s (and especially C2s and C1s) the fit Svod posted would have almost no damage application against cruisers and frigs. Most chose to use a TP to help apply their DPS, I find that the cycle time of TPs is annoying so I opt for using rigs to fix that. As well, 6 launchers + 4 BCUs gives a lot more DPS than 5 launchers and 3 BCUs.

Things get a lot cheaper if you have a boosting alt char. Tank doubles with a perfect boost.

Unless you have a serious issue with full dualboxing, you're better off running two tengus than one tengu + booster.

If you're having issues, you can also pay 6m/hour to use blue pills.

The two fits I posted are confirmed not as effective as the one zoltan posted (both were 5 launcher I believe).

Swap in caldari navy missiles for frigates.

I don't think you're going to run a rep for very long on a tengu that has low cap regen.

That said I'm not familiar with neuting amounts in C3s. It seems the database dump doesn't specify those. http://games.chruker.dk/eve_online/npc_ships.php?supergroup=23&return_to=

But I've never used a solo tengu in C3 sites; maybe the neuting is irrelevant with enough dps.

You want higher than minimum cap stability, 41-59% range.

Well to be accurate the nueting in C3 sites is very light and a cap stable fit around the 20% mark is more than enough to solo with, well it's enough unless you encounter more than just the sleepers.

TBH C3 fits only need a large T2 booster, T2 boost amp, booster sub bonus, and T2 fit the rest and you can solo all sites bar the mag and radar with the scram last wave, there really isn't anything special needed for them.
