Santa evaluates and rewards good behaviour.

This is why some get oranges and a new pair of socks and others get yachts and ponies.

So by what measure does he judge good behavior?
Relative or absolute?
And more so why is it that even the bratty rich kids receive more than the best poor kid?
Also why does santa want to melt his home?
I mean its like he is trying to pull an insurance scam by giving all those kids coal to melt the ice his house is on.
