Officer Spwans & Secuirity Class

There seems to be a lot of confusion and speculation as to how the mechanics for officer spawns work. Specifically what security level systems do officers have a chance to spawn in. I'm not interested in speculation or theories I'm only interested in the facts that can be verified in some way, if not by CCP; when possible.

I had an officer spawn and was able to kill it by myself in a -0.2 system in 2009. I remember a lot of people telling me that officers can only spawn in certain sec status systems at this time, for example some people say that officers can only spawn in -0.9 to -1.0. Rather than just jump on the band wagon and go with whatever the popular consensus was, I wanted to find out for myself. I talked to one player who said he had gotten several officer spawns, 4 if I recall right. He said he had an officer in a -0.0 system. I believed him, and sure enough I got one in a -0.2

People are still saying this and perhaps the game has changed and officers only spawn in -0.9+. With the new NPC AI changes perhaps they have changed the officer spawn mechanics? I have proof that an offices can spawn in -0.2 in 2009 so until there is an official response from a dev or patch notes that verify this, the fact will remain that officers can occur in -0.2 systems and probably in 0.0.

I had an officer spawn since the patch and they seem like they hit harder and are harder to kill compared to 2009. I ended up dieing to it and we ended up fielding a carrier to kill it.

I doubt dev's or CCP will provide any more information other than they will not spawn in low sec or high sec. So be it. I will turn the question to the community: How do officer spawn mechanics work? and do they now only occur in -0.9+ systems?

I'm pretty sure there is a truesec border, that you need to go below before you can get officer spawns. It's just that the NPC sovereignty nullsec is considered -1.0 truesec for the purposes of officer spawn calculations, so there the truesec value is irrelevant.

Good point, However I would hope that someone at an official capacity could at least say what sec level systems allow the possibility for officers to spawn.

Ask as much as you want, CCP will not divulge mechanics. The information that is out there already is plenty and still quite accurate.

I've had two officer spawns, but they were in -0.9 and -1.0. Both times I had to have several alliance mates come help me kill it before I could break its tank (first time in a HM drake, second time in a HM tengu before the nerf).

I don't belt rat anymore but I suspect my HAM Tengu still won't be able to break an officer rat's tank.

I petitioned once what are the ore respawn rates in losec, the Official answer I got after days of waiting;

Players are not supposed to know such things

My suggestion , petition it, wait a few days, get the above answer, simple really.

Every time one of these threads pop up, they get the same response from CCP basically saying that they will never let us know the details, to prevent them from being abused.

Ok, well if CCP is unwilling to respond then so be it, it is what it is. We will have to fall back on game play experience.

NPC spawns are calculated with a formula that contains a random element

said formula also contains other elements, such as system security status

simple:

lower securty status of a system -> bigger and better stuff to find
there are some regions where the shown value (ingame, top left corner) does not equal the value used in the formula, the best example is the fountain region (where renting prices are much higher because of this), others are venal and curse

I do want to add that I've never belt ratted in sec higher than -0.9, so my comment above is subject to some pretty heavy confirmation bias.
