For some reason I cannot start this in Corp and Alliance sub-forums... :/

Anyway, if a player corp is made of 2 players, one with 10.0 standing to amarr empire and the other with 0.0 to amarr empire their overall corp vs faction standing is ~5.0, right?
Well, what if the second member leaves the corp... Will the corp vs faction standing become 10.0? Will it take 7 days?

That depends on whether the second person's standings are actually 0.0 to Amarr, or whether they have no standings whatsoever towards Amarr.

If they have exactly neutral 0.0, then the corp's standing would be 5.0.

If they have no standing (like a new character), then the corp's standing would be 10.0. It doesn't take into account anyone with no standings at all.

And it would become 10.0 after the second person left. It would take seven days to change over.

It doesn't take 7 days after someone leaves, it takes 24 hours + a DT. Corp standings are adjusted at DT. It takes 7 days + DT for a new member's standings to count toward the corp. So you could kick the 0.0 member, and instantly have them rejoin, and have plenty of time to set up a POS, or whatever.

With the increase in shiptoasting, the Report timer needs to be shortened.

Unless they changed it recently, the refresh cycle is 7 days. If your friend happens to leave on the last day, it changes in a day. People with no standing don't get averaged in. If no one in corp has standing, corp doesn't have standing.
