Downtime during workdays is largely the domain of Australia, western Oceania, and eastern Asia, just from looking at the globe. Europe and Africa are more in the 1900-0200 EVE Time range, with a somewhat smooth transition to the Americas, but the Pacific creates a significant coverage gap.

This is assuming most EVE players have real-life work during the day in their local regions.
