Read the new short feedback thread regarding the AI tweak that was put out about a week ago.
Note the highly detailed test feedback given by a couple people.
Note the complete, and I do mean complete, LACK of acknowledgement of any issues by the dev's RE: the AI tweaks.

Then note the dev comments AFTER the new tweak was delivered onto TQ.
Note that they have now gone on vacation, and no is tending the store for a while.

This is not speculation, nor a rant. Look at the chronology yourselves.

Then ask again, are you are surprised that the AI is broken?

CCP can SAY whatever they like about mission income, but their ACTIONS truly state what they feel about high sec income.

Because this is you, im assuming you are saying that CCP want no one to earn any money in high-sec (very unlikely), but I fail to see how enemies not shooting back proves your point. All it does is make it easier and more boring.

Actually, this screwup likely helps mission runners.

But the fact that something this borked gets jammed onto TQ, with the devs responsible for it now on vacation, is just an indication of how seriously CCP treats the concerns of mission runners.
2-4 weeks from now, once people are back from vacation, CCP will get around to altering the AI for the 3rd time.
Unless of course, the null sec camps starts screaming about easy high sec money, at which point this will get immediate dev attention.

"They either don't see us... or don't see us as a threat."

Commander Riker's words while exploring a Borg cube.

They're just going to come after you when you least expect it. Undock cautiously, NPC's never forgive or forget.

So this is CCP's Solution to the AI aggroing all at once... not aggroing at all! Shocked

Good evening.

We know that this issue is currently occurring and it's being looked at. If you run across this while doing any sort of PVE, we recommend that you file a detailed bug report. The more information you can give us, the better and faster we can resolve this issue. Thank you very much.

Maybe there's so much aggro on-grid at once that we're experiencing aggro lag? Does CCP need to introduce Aggro Dilation?

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.

You know, it would be easier to just call it a feature and make a quick addendum to the patch notes.

Maybe they just looked up their win/loss record against capsuleers and realized it's 556,482,453,684 to 7 and figured it didn't even make sense to fight back.

It's possible the, like incursions leading players to cooperate, missions are starting to mirror the template of other activities in the games.

Targets that don't shoot back is indication of the possibility that the mission is trying to teach you how to be the jamming boat of a typical gate camp.
