The new AI a stealth realization of CCP Soundwave's 10% threatened bounty nerf?

Remember when CCP Soundwave discussed a 10% bounty nerf in his Ten Ton hammer Interview earlier this year?
Well from the complaints I'm hearing here in this forum it sounds like its being implemented everywhere except in wormholes.
Except just like what happened to incursions its much greater then just a 10% nerf by increasing site completion times.
