They are used. you hand them over at agents in space there called data centers i belive.

You can only do it once per agent though so you take an hour and turnin at each agent you want standings with then you are done with dog tags for the rest of your life. Ingame and your natural life.

Let me buy all the tags in Jita and turn them in to one dude for like 10.0 with state and navy for my margin trader dude.
