WTB base hauler char (with all BS at 3 if possible)

Looking for a basic hauler, something very cheap and with very low Sp for what i want.

Char should have:

-one kind of industrial at minimun IV
-hull upgrades III
-mechanic III
-jury rigging III
-mechanic III
-astronautics riggin I

very important:

-gallente/minmatar bs at III, with all the prerequisites needed.


As you can see i'm looking for a very low sp char so don t ask for 2b or something like that
