Putting a 100k bounty on a miner yields more tears than ganking them does. And I agree with you that a bounty licence to kill bounties targets would be easily exploited. 300m is made very quickly.

Exactly P half of them (more than half of them, actually) wouldn't have a clue what to do about it, don't read the dev blogs, don't know what's going on. They shout and scream in local, and it's hilarious.

I dabble in a little mining here and there with a Venture whenever I need a quick buck and whenever a miner comes along and starts drilling the same rock I'm on, I'll add 100K to whatever he has already. The reactions varied - sometimes, there is no reaction, so I assume afk and bump them off the rock as well. Sometimes, they explode in a frenzy of vitriol, so I go ahead and bump them off the rock anyway, at least until they figure out to go into an orbit P, and then they get even angrier. Most of the time, if they're angry enough, I can frenzy them enough to get them to leave the system so they can lick their wounds and mine somewhere else.

The bounty system isn't just a game mechanic. It's psychological warfare, as well.

To elaborate on the OP's idea, here is exactly what I would do:

Find someone that I wanted to blow up, probably a mission runner or freighter pilot hauling a whole ton of stuff. I'd then log on an alt & slap a 500m bounty on him. Log back in to which ever pilot I was using for ganking at the time & buy a bounty license. I would then go & blow the person up, getting a portion of my isk back (or all of it depending on the kill) & whatever loot they dropped.

The bounty system as it is works quite well. The thing that needs changing is the payout percentage, it needs to be increased.
