I think by being reactive they're inherently being proactive. The more people taken in or taken out by them sends a message, whether one wants it to or not. You're inherently being affected by the knowledge that they're out there... sometimes it stops people from doing certain things in certain places. It seems like they're too indirectly connected to make them mutually exclusive.
